1.9 REALIZATION -- YEAR TWO

The Mayor's questions about the bridge had not been sufficiently answered. By March l2, 1976, White informed Blakeley that the bridge would not be built. Deputy Mayor Katherine Kane informed members of the review committee by letter. Kane argued that the proposed bridge would have been windy, and traffic counts on Congress Street did not warrant the improvements. Kane also suggested that other, more urgent projects competed for the federal funds available for the bridge. [46]

BRA construction of the Congress Street Bridge was legally mandated by the Land Disposition Agreement. [47] Although CCF could sue the agency for breach of contract, the developer decided to forego the additional delays. [48] SOM was instructed to redesign the Sixty State Plaza without the bridge abutment.[49] The bridge could be added at a future date, if desired, but only with the additional costs of extensive plaza modification.
