such magnitude, nor has there been any in which the total collapse
of a high-rise building occurred so rapidly and with little warning.

Yes, normally buildings are evacuated before being demolished!
NIST doesn't tell you:
- No skyscraper in North America has ever collapsed,
except from controlled demolition.
- No steel-framed high-rise has ever totally collapsed,
except from earthquakes or controlled demolition.
NIST's Report avoids mentioning historical incidents,
such as the response of other large buildings to
severe fires
or
earthquakes.
